The End

Notice: The Hague Adoption Convention Enters into Force for Rwanda

On July 1, 2012 the Hague Convention on Protection of Children and Co-Operation in Respect of Intercountry Adoption (Convention) entered into force for Rwanda. However, the Government of Rwanda has notified the U.S. Embassy in Kigali that the current suspension on intercountry adoptions will remain in effect until the country has a fully functional Convention process in place. The Government of Rwanda believes implementation will take several months.

We caution adoption service providers and prospective adoptive parents that important steps to ensure intercountry adoptions from Rwanda comply with the Convention must take place before intercountry adoptions between the United States and Rwanda resume. Adoption service providers should neither initiate nor claim to initiate adoption programs in Rwanda until the Department of State notifies them that the Government of Rwanda has lifted its suspension on intercountry adoptions and that Rwanda’s procedures meet the requirements of the Convention.

The Department of State will provide updated information on adoption.state.gov as it becomes available. If you have any questions about this notice, please contact the Office of Children’s Issues at 1-888-407-4747 within the United States, or 202-501-4444 from outside the United States. Email inquiries may be directed to AdoptionUSCA@state.gov.

So what all this mumbo jumbo means is that Rwanda has officially stoped processing adoption paperwork.  So after 2.5 years it is done.  This is not the way I have expected to end this blog, but at least all the waiting is over.  So now we start the process of withdrawing from the program, saying good by, and moving on. 

As I look back I can still say with confidence that God is Good, and he works all thing out for His Glory and Honor.  So many good things have come to us and through us over the past 2.5 years and I am so thankful for them.  I have definitely prayed harder and grown closer to the Lord than I ever have before in my life.

DTR 20 months

This month has been very quiet. They haven’t closed our case, but they don’t know if and when they will get to our case. We have looked into adopting from other countries, or even domestic, but we don’t think the Lord is leading us that way yet. So for now we still wait on the Lord to direct our steps.

DTR 19 months

Sorry I didn’t blog last month, but there was not much to say. This Last month there was some things that have happened in Rwandan adoption program that has not been good. There was one family received a referral of a child under “unusual, and unethical” circumstances. The rippel effect of this is that now Rwanda is threatening to not process any more adoptions until they become Hague compliant. Our P.O.A. has been working very hard advocating for our adoption these past couple of weeks. This could possible mean the end of our Rwandan adoption. We haven’t given up hope yet, and God has been faithful to continual remind us of His peace and encouragement. For my devotions in the morning this year I have chosen to read out of a book called “Daily Light” by Bagster/Lotz. Each morning there is a collection of verses to read, here is what I read on the morning of March 25

                                                     “I will never leave you nor forsake you.” (Heb 13:5)
So we may boldly say: “The Lord is my helper; I will not fear. What can man do to me?” (Heb 13:6)
     Behold, I am with you and will keep you wherever you go, and will bring you back to this land; for I will not leave you until I have done what I have spoken to you. (Gen 28:15) Be strong and of good courage, do not fear nor be afraid of them; for the LORD your God, He is the One who goes with you. He will not leave you nor forsake you. (Deut. 31:6)
     Demas has forsaken me, having loved this present world. At my first defense no one stood with me, but all forsook me. May it not be charged against them. But the Lord stood with me and strengthened me. (2Tim 4:10, 16-17) When my father and my mother forsake me, then the Lord will take care of me. (Ps. 27:10)
     Lo, I am with you always, even to the end of the age. (Matt. 28:20) I am He who lives, and was dead, and behold, I am alive forever more. (Rev. 1:18) I will not leave you as orphans; I will come to you. (John 14:18) My peace I give to you. (John 14:27)


And day after day after day He continues to encourage and strengthen us. We are also so thankful for all of those who have been praying with us through this difficult time. We are excited to see how God works in and through this situation to bring honor and glory to Himself.

DTR 17 months

Another month has come and gone. There has been no news for anyone in the Rwandan adoption process, so we are not alone in this wait. About every two weeks I email our adoption agency and check in and wait another two weeks. The Lord has been faithful in providing peace and encouragement in so many ways. Just this morning in my devotions I read:
“Be strong… and work; for I am with you” says the Lord of host. Hag. 2:4

“The joy of the LORD is my strength” Neh. 8:10

“Let us not grow weary while doing good, for in due season we shall reap if we do not lose heart.” Gal. 6:9

So we will wait another month and not lose heart.
