Notice: The Hague Adoption Convention Enters into Force for Rwanda

On July 1, 2012 the Hague Convention on Protection of Children and Co-Operation in Respect of Intercountry Adoption (Convention) entered into force for Rwanda. However, the Government of Rwanda has notified the U.S. Embassy in Kigali that the current suspension on intercountry adoptions will remain in effect until the country has a fully functional Convention process in place. The Government of Rwanda believes implementation will take several months.

We caution adoption service providers and prospective adoptive parents that important steps to ensure intercountry adoptions from Rwanda comply with the Convention must take place before intercountry adoptions between the United States and Rwanda resume. Adoption service providers should neither initiate nor claim to initiate adoption programs in Rwanda until the Department of State notifies them that the Government of Rwanda has lifted its suspension on intercountry adoptions and that Rwanda’s procedures meet the requirements of the Convention.

The Department of State will provide updated information on adoption.state.gov as it becomes available. If you have any questions about this notice, please contact the Office of Children’s Issues at 1-888-407-4747 within the United States, or 202-501-4444 from outside the United States. Email inquiries may be directed to AdoptionUSCA@state.gov.

So what all this mumbo jumbo means is that Rwanda has officially stoped processing adoption paperwork.  So after 2.5 years it is done.  This is not the way I have expected to end this blog, but at least all the waiting is over.  So now we start the process of withdrawing from the program, saying good by, and moving on. 

As I look back I can still say with confidence that God is Good, and he works all thing out for His Glory and Honor.  So many good things have come to us and through us over the past 2.5 years and I am so thankful for them.  I have definitely prayed harder and grown closer to the Lord than I ever have before in my life.

DTR 20 months

This month has been very quiet. They haven’t closed our case, but they don’t know if and when they will get to our case. We have looked into adopting from other countries, or even domestic, but we don’t think the Lord is leading us that way yet. So for now we still wait on the Lord to direct our steps.

DTR 19 months

Sorry I didn’t blog last month, but there was not much to say. This Last month there was some things that have happened in Rwandan adoption program that has not been good. There was one family received a referral of a child under “unusual, and unethical” circumstances. The rippel effect of this is that now Rwanda is threatening to not process any more adoptions until they become Hague compliant. Our P.O.A. has been working very hard advocating for our adoption these past couple of weeks. This could possible mean the end of our Rwandan adoption. We haven’t given up hope yet, and God has been faithful to continual remind us of His peace and encouragement. For my devotions in the morning this year I have chosen to read out of a book called “Daily Light” by Bagster/Lotz. Each morning there is a collection of verses to read, here is what I read on the morning of March 25

                                                     “I will never leave you nor forsake you.” (Heb 13:5)
So we may boldly say: “The Lord is my helper; I will not fear. What can man do to me?” (Heb 13:6)
     Behold, I am with you and will keep you wherever you go, and will bring you back to this land; for I will not leave you until I have done what I have spoken to you. (Gen 28:15) Be strong and of good courage, do not fear nor be afraid of them; for the LORD your God, He is the One who goes with you. He will not leave you nor forsake you. (Deut. 31:6)
     Demas has forsaken me, having loved this present world. At my first defense no one stood with me, but all forsook me. May it not be charged against them. But the Lord stood with me and strengthened me. (2Tim 4:10, 16-17) When my father and my mother forsake me, then the Lord will take care of me. (Ps. 27:10)
     Lo, I am with you always, even to the end of the age. (Matt. 28:20) I am He who lives, and was dead, and behold, I am alive forever more. (Rev. 1:18) I will not leave you as orphans; I will come to you. (John 14:18) My peace I give to you. (John 14:27)


And day after day after day He continues to encourage and strengthen us. We are also so thankful for all of those who have been praying with us through this difficult time. We are excited to see how God works in and through this situation to bring honor and glory to Himself.

DTR 17 months

Another month has come and gone. There has been no news for anyone in the Rwandan adoption process, so we are not alone in this wait. About every two weeks I email our adoption agency and check in and wait another two weeks. The Lord has been faithful in providing peace and encouragement in so many ways. Just this morning in my devotions I read:
“Be strong… and work; for I am with you” says the Lord of host. Hag. 2:4

“The joy of the LORD is my strength” Neh. 8:10

“Let us not grow weary while doing good, for in due season we shall reap if we do not lose heart.” Gal. 6:9

So we will wait another month and not lose heart.

DTR 16 Months

DTR 16 Months


We thought December was going to be the big month, and I remember a year ago thinking that 2011 was going to be a big year for our adoption. Well both have come and gone and not much has happened. The latest news in our adopt ion is that MIGEPROF no longer governs adoption in Rwanda. In order to better focus on adoption and children’s issues, they have started the National Children’s Commission in Rwanda, which will now preside over all children’s affairs in the country. Currently, MIGEPROF’s staff is transitioning over to the Commission. Once the staff is fully transitioned, we are hopeful the Ministry will resume the referral matching process. Currently, adoption and the National Children’s Summit are their top priorities. We are encouraged by their initiative in improving the adoption processing. So while they are in transition we will wait and hope and pray that this will help the adoption process for us and for all the adoptions to come. Most importantly we hope this helps the children of Rwanda!!

Thank you again for all your prayers and support. We had some dear friends clean out a lot of their baby stuff and donate to us. It was such a blessing and encouragement.

DTR 15 months

In the Holding Pattern

I was hoping to have some GREAT news for you at this time, but instead I just have some news. As many of you know Dec 10th is a 6 month deadline for our dossier approval. Previously we were told that if Rwanda was not able to refer our children to us by this time that they would close our case. Well that has changed. The good news is that our case will not be closed come Dec 10th; they will keep working on our case until it is done, Ya!! The flip side of this is that they do not know when they will get to our case, it could be 6 weeks or 6 months we don’t know. So that is kind of frustrating when we have been hoping and planning on traveling during Dec, but we know that God’s timing in all of this will be perfect in all of this. Recently we also received some news that our case is at the Ministry’s office. It has not gone to the orphanage yet, because the nun’s at the orphanage have a stack of cases that they are working on right now. When they have finished with those cases then they will get new ones to work on. We don’t know when our case will move on to the orphanage, but it is encouraging to know that they are talking about us and they know where our dossier is at. So we are back in the holding pattern.
We have been encouraged by so many people, and so many people are praying for us it has been great. It is been wonderful to see how the body of Christ has come together and lifted us up in prayer; we couldn’t do this without it! Thank you all so much!!

DTR 14 months

Well the travel group is done with all their paperwork and should be heading back to the states soon. We are so thankfully that most things have gone pretty smooth for them!!

We just had our home study update visit today, and it went very well. It was more of a logistical thing than any thing else. Since we had a new social worker on our case and it has been almost two years since we did our home study, they needed to just check in on us. When we get the paper work on the update notarized and to us, then we will mil it to USCIS and wait for them to update another form called our I-171H. All this has to be done just in case we travel and do not make it back into the US before Dec.28, 2011.

I am still hopeing to travel during the month of Dec, even though we have no proff of this happening yet. Now that it is Nov every day I get a little more excited, and worried all at the same time. This reminds me of when you are pregnant and every kick or cramp you wonder is it time to go to the hospital!! But when I was pregnant I knew when we were getting close because my tummy got bigger and bigger. With the adoption I have no idea when it is going to happen, one morning I will wake up and there will be an email with the picture of my children!! My husband says it kind of like the man side of child birth, one day you get a phone call and it's time to go to the hospital, and then you have a child!! I told him i would not be a very good husband waiting for that phone call.

I have kept myself busy with knitting a baby hat, which I'm on my third attempt, the first two have been way to big. I also have some fabric to make baby blankets, since it will be very cold here for them. We haven't gotten brother and sisters bedroom ready yet, still waiting to see how old they are. But I have lots of things on standby ready to go so it should be pretty easy to do. Please keep us In your prayers for pations and endurance as we wait this month out one day at a time.
